Abstract:This collection is comprised of nineteen boxes containing biographical materials, correspondence, subject files, publications and writings, photographs, ephemera, audio visual materials, and oversized items. The papers document the development and administration of the Arizona State Park system during Charles Eatherly's tenure as Arizona State Parks Administrator (1971-1993) and Executive Consultant (1998-2009).

Biographical Note

Charles R. Eatherly was born on February 21, 1939 in Erick, Oklahoma. His family moved to Childress, Texas in 1946. After graduating from Childress High School in May 1956, he attended Texas Technical University in Lubbock, Texas (formerly Texas Technical College) and graduated in 1961 with a BS degree, and in 1963 with an MS degree in Park Administration.

Eatherly began his professional career in 1963 as Landscape Architect for the Maricopa County Parks and Recreation Department (1963-1967); in 1967 he served as Supervisor of General Services. From January 1970-May 1971, he taught courses in philosophy; the history of parks; recreation and conservation; park planning and design; landscape design; and urban and regional planning at Arkansas Tech University.

As Chief of Planning for the Arizona State Parks System (1971-1984) he was responsible for a land acquisition program, construction projects, and site planning. In 1980 he developed the Arizona State Parks Master Plan, which provided the basis for the development and acquisition of new state parks. During Eatherly’s tenure, acquisitions and state park projects included Kartchner Caverns State Park, Slide Rock State Park, Oracle State Park, Verde River Greenway State Natural Area, San Tan Mountains (Maricopa County Parks and Recreation), Dead Horse Ranch State Park, McFarland State Historic Park, Roper Lake State Park, Patagonia Lake State Park, Boyce Thompson Arboretum State Park, Riordan Mansion State Historic Park, Lost Dutchman State Park, Catalina State Park, Yuma Quartermaster Depot State Historic Park, Red Rock State Park, Homolovi Ruins State Park, Tonto Natural Bridge State Park, and Sonoita Creek State Natural Area.

From 1984 to 1993, Eatherly acted as the Executive Assistant (Special Projects Coordinator) for Arizona State Parks and from 1993 to 1998 he worked as the Arizona State Parks Legislative Liaison. After retiring on July 4, 1998, he served as Executive Consultant to the Arizona State Parks from 1998 to 2009.

Eatherly married Jane A. Hicks in 1962, also a graduate of Texas Technical University (1961); they had three children: Kim, Kevin, and Karen.


Scope and Content Note

The Charles Eatherly Papers date from 1928 to 2012 (bulk 1971-2009) and are organized into nine series: Biographical Materials, Correspondence, Subject Files, Project Files, Publications and Writings, Photographs, Negatives, and Slides, Audio Visual, Ephemera, and Oversized.

Series I: Biographical Materials includes items documenting Charles Eatherly's career and professional activities. Materials of interest include an autobiographical sketch and the transcript of an interview with Eatherly conducted by Jay Price in 1995.

Series II: Correspondence is organized into outgoing and incoming items and arranged alphabetically. The bulk of the correspondence documents Arizona State Park business and meetings; correspondents include Michael A. Ramnes, Director of the Arizona State Park System. Also of interest is correspondence (1983-1991, 1996) that had been placed in photograph album leaves. Included in this album are letters of appreciation and acknowledgement regarding Arizona State Park business and service to the parks system.

Series III: Subject Files are arranged in alphabetical order by the title of the subject. The bulk of these files date from 1967 to 2002 and include materials documenting specific Arizona State Parks. Also included are conferences and other professionally related activities. These files may include correspondence, clippings, photographs, brochures, reports, and plans. The content and title of the files were maintained as per the original folders.

Series IV: Project Files are arranged alphabetically by the name of the project and date from 1963 to 2003. Projects typically include information on prospective locations and plans for the development of new Arizona State Parks. This series consists of two sub-series: Sub-Series A includes designs and blueprints for specific Arizona State Parks, and Sub-Series B is comprised of master and operations plans for these sites.

Series V: Publications and Writings dates from 1961 to 2009 and is arranged into six sub-series. Sub-Series A is comprised of writings by Charles Eatherly; Sub-Series B includes pamphlets, brochures, and guides arranged alphabetically by the title of the publication. The bulk of these items are about specific Arizona State Parks, but they can also include other Arizona-related subjects and non-Arizona State and historic park literature. Sub-Series C is comprised of handbooks for Arizona State Park employees and State Park board members; Sub-Series D is comprised of newsletters from Arizona State parks and related institutions; Sub-Series E includes clippings from a variety of sources on Arizona State Parks and related subjects. The bulk of these materials document the development of a number of the Arizona State Parks as reported in the print media, including individuals associated with the State Park system. Sub-Series F is comprised of reports; these include official reports issued from the Arizona State Park system on the administration, operation, and development of the sites.

Series VI: Photographs, Negatives, and Slides is comprised of two sub-series. Sub-Series A includes images of Arizona State Parks and Recreational sites and is arranged alphabetically by the name of the state park. Sub-Series B consists of images of people and places, including images of Charles Eatherly, other Arizona State Park administrators, and board members; arrangement is alphabetical by the name of the individual or group.

Series VII: Audio Visual materials consists of video cassette tapes (VHS) dating from 1994, 1997 to 1999, and undated. These tapes are arranged by title and are listed in alphabetical order; the bulk of the tapes document the Kartchner Caverns State Park.

Series VIII: Ephemera is comprised of a Kartchner Caverns scrapbook. Items include correspondence, brochures, maps, plans, and other related materials. These items were collected and arranged into a scrapbook-style volume by their creator, so the original arrangement and contents have been maintained.

Series IX: Oversized Materials include large format posters, photographs, plans, and blueprints. The oversized materials were previously separated from the collection in the inventorying process.
