Biographical Note

Dale Shewalter, Flagstaff schoolteacher, geologist, and avid horseback rider and hiker, was the force behind the conception of the Arizona Trail. His idea of a primitive hiking, biking, and equestrian path that would transverse Arizona, from Mexico to Utah, led to a 30-year endeavor that saw not only the completion of the trail, but the creation of a non-profit organization to support and protect his vision, the Arizona Trail Association. Shewalter's personal advocacy of the trail earned him the moniker "Father of the Arizona Trail."

Born in Geneva, Illinois, on May 16, 1950, Dale Shewalter moved to Arizona after his time as a U.S. Marine, serving in Vietnam in 1968 and 1969. His "vision of a continuous path across Arizona" evolved while hiking the Santa Rita Mountains in the 1970s. In 1985, he hiked from Nogales to Fredonia, mapping his journey and developing a proposal he then presented to the Arizona State Parks Board. The board agreed to support and help sponsor his concept, and within three years Shewalter became the first Arizona Trail Steward. He dedicated the rest of his life to tirelessly lobbying for the Arizona Trail, working to form the necessary partnerships and relationships with state and federal land management agencies, service groups and outdoor organizations, large corporations and small businesses, and numerous individuals. In 2008, American Trails awarded Shewalter both the State Trail Advocacy Award for Arizona and the State Trail Worker Award for Arizona.

Shewalter passed away in Flagstaff, Arizona, on January 10, 2010, after a long battle with cancer.

Historical Note

The Arizona National Scenic Trail (a.k.a. the Arizona Trail) is an 817 mile (1,315 km) hiking, biking, equestrian, and skiing trail that spans the state of Arizona, from the Mexico border near the Huachuca Mountains to the Utah border north of Jacob Lake. Begun in the 1980s and intended to "highlight the state's biologic, geologic, and historic diversity," the trail is an amalgamation of existing trails and new trails created to connect them, and forms part of the Great Western Loop. Nearly 70% of the trail passes through national forest lands (Coconino, Coronado, Kaibab, and Tonto National Forests), in addition to public land and privately held property. Therefore, it required the support of government agencies and ranchers and other landowners to be accomplished. In the 1990s, thanks in large part to Arizona State Parks (ASP) and the newly formed Arizona Trail Association, an Intergovernmental Agreement (IAG) was created to organize support efforts, as well as a Memorandum of Understanding (MOU) between ASP, the four national forests, the Bureau of Land Management, and the National Park Service to help fund the growing endeavor. On July 1, 1988, seven miles of what became the Kaibab Plateau Trail were dedicated and opened to the public as the first segment of the trail. The Arizona Trail earned National Scenic Trail status on March 30, 2009, and was completed December 16, 2011.

Incorporated as a 501(c)(3) non-profit in 1994, the Arizona Trail Association evolved to help organize efforts between the many agencies and individuals involved in realizing the Arizona Trail. It is primarily volunteer driven and supported with a small part-time staff. Its mission is "to protect, maintain, enhance, promote, and sustain the Arizona Trail as a unique encounter with the land." Since its inception, ATA's members have worked tirelessly to gather the necessary support to complete the trail, as well as maintain its segments, create maps, and raise funds and awareness. They also are responsible for the coordination and training of volunteers, and have created a number of outreach programs, such as the Gateway Community Program, to engage community members. Among many other efforts, the organization lobbied to build trails on State Land Trusts in Pima and Pinal counties, worked through landowner opposition to complete trail segments west of the San Francisco Peaks, and pushed officials to award the Arizona Trail its National Scenic Trail status. ATA publishes a quarterly newsletter, Arizona Trail News, as well as holds an annual luncheon for its members and volunteers. Dale Shewalter served on the ATA's board, briefly as president in the mid-2000s, and has continued as an honorary member since his death in 2010.

Scope and Contents

The Dale Shewalter papers contain Shewalter's research files, correspondence, publications, and newspaper clippings related to his involvement with the Arizona Trail as well as his personal and civic pursuits. Shewalter's materials also contain approximately 200 maps, 35mm slides, and 1 U-matic tape of a televised interview with Shewalter.

The bulk of the Arizona Trail Association records consist of the business and organizational records of the Arizona Trail Association, including administrative records, board meeting agendas and minutes, correspondence, trail related legislation, financial information, membership and volunteer data, event planning, newsletters, public relations materials, and trail and outdoor related publications and guidebooks. In addition, there are photographs, slides, digital photographs, DVDs, CDs, 3 VHS-CD videotapes, USB drives, and other storage media which appear to contain mostly trail photos, maps, presentations, and ATA databases, as well as moving images documenting the Arizona Trail and the activities of the Association.

Conditions Governing Use

It is the responsibility of the user to obtain permission to publish from the owner of the copyright (the institution, the creator of the record, the author or his/her transferees, heirs, legates, or literary executors). The user agrees to indemnify and hold harmless the Arizona Board of Regents for Northern Arizona University, its officers, employees, and agents from and against all claims made by any person asserting that he or she is an owner of copyright.

Please note that audiovisual and born-digital materials within the Dale Shewalter papers and Arizona Trail Association records, including optical media discs (CDs, DVDs), magnetic media (U-matic videotapes, VHS videotapes, Betamax videotapes), and digital storage media (hard disks, USB drives), cannot be accessed onsite in the Miriam Lemont Reading Room. Currently (June 2024), audiovisual and born-digital materials within the Dale Shewalter papers and Arizona Trail Association records are totally inaccessible for research.

Processing Information

Adair Landborn produced preliminary inventories for Accession 2018.39 (the Dale Shewalter sousfonds) under the guidance of Jonathan Pringle in June 2019.

In November 2019, Samantha Meier and Amelia Swann physically separated optical media discs (CDs and DVDs) as well as flash drives and other storage media containing born-digital materials found in Accessions 2019.55 and 2019.56 in order to facilitate appropriate processing at a later date.

Amelia Swann inventoried the remainder of Accession 2018.39, as well as the entirety of Accessions 2019.55 and 2019.56, in the winter of 2019/2020. Swann largely retained the found order of these materials, as well as their original folder titles. Files and/or file titles created by Swann are indicated in brackets [ ].

In January 2021, Samantha Meier added additional accruals (Accessions 2019.60 and 2020.01) to the Arizona Trail Association records inventory.

Robyn Martin inventoried and physically processed materials in Accession 2019.60 in summer 2022.

Riley Adamson inventoried and physically processed (foldered and re-boxed) materials in Accession 2020.01 of the Arizona Trail Association Records in October 2022.

Erin Carter processed and arranged remaining materials in the Arizona Trail Association Records in June 2024.

Scope and Contents
The Dale Shewalter papers sousfonds of the Arizona Trail Association records is composed of manuscript, photographic, audiovisual, and map materials and ephemera. Textual materials include clippings, research files, Arizona Trail Association documents, legal documentation, correspondence, and trail notes. Maps collected and, in some cases, annotated by Shewalter throughout the creation of the trail are arranged with the manuscript material. Photographic materials include slides from the Arizona Trail and early presentations of the project, as well as prints from the Shewalter family. Audiovisual material includes interviews, digital maps, and documentation of Shewalter's memorial service. 3-D and ephemeral materials include license plate frames, stickers, and pins.

The Arizona Trail Association records are composed of manuscript, photographic, audiovisual, and optical media materials. Manuscript materials include meeting minutes, membership information, event documents, correspondence, research files, management guides, clippings, and publications, Photographic materials include slides, prints, and negatives of the Arizona Trail and work conducted along the route. Audiovisual materials include workshop recordings, the film The Arizona Trail: A Journey Through Time, and training materials. Optical media storage materials include photographs, video segments, Arizona Trail Association documentation and records, map materials, and software.
