Nota Historica
El sindicalismo en Arizona comenzó en los Estados mineros. El primer sindicato de mineros en el oeste de los Estados Unidos fue el Storey County Miners Union, el cual fue creado en el condado de Storey, Nevada, en 1864, bajo una simple premisa: los salarios no deberían ser reducidos y cualquier trabajador minero era susceptible de formar parte del mismo. Los mineros y sus ideas se extendieron a lo largo del oeste en las décadas de 1870 y 1880. Se formaron numerosos sindicatos locales
pero no estaban afiliados entre si y, en consecuencia, ejercían poca influencia.
En 1892, los mineros de Coeur d'Alene (Idaho) se pusieron en huelga. Aunque todos los sindicatos del distrito respaldaron la huelga, los mineros fueron derrotados y, posteriormente, encarcelados. Varios de los líderes de la huelga concibieron un sindicato regional minero que abarcara todo el oeste de los Estados Unidos. Federation of Miners (WFM). En 1896 la WFM se unió a la American Federation of Labor (AFL) pero la abandonaría en 1897 a causa del conservadurismo de la AFL. La WFM se uniría de nuevo a la AFL en 1911 como resultado de una ruptura con la International Workers of the World (IWW).
Ed Boyce, uno de los mineros encarcelados durante la huelga de Coeur d’Alene, introdujo en 1896 en Arizona a la WFM, siendo el estado hogar de 13 locales a la altura de 1903. La WFM padecía diversos puntos débiles, incluyendo la organización superficial de los locales (lo cual a menudo conducía al declive del local una vez que el organizador original dejaba de estar presente), su implicación con ideas "radicales" como el Socialismo así como opositores bien preparados entre los propietarios de las minas. En 1916, la WFM se convirtió en el International Union of Mine, Mill, and Smelter Workers (IUMMSW). El sindicato, sin

En la década de 1930, los intereses del cobre empleaban aproximadamente a 15.000 mineros en Arizona, Nuevo México y Texas. Alrededor del 50-60% de esta fuerza de trabajo era mexicana o mexico-americana. Los propietarios de las minas continuaron con la práctica largamente establecida de discriminar sistemáticamente a estos trabajadores, pagándoles menos por el mismo trabajo, limitándoles el acceso a puestos de trabajo, denegándoles la posibilidad de adquirir antigüedad y segregándolos
en materia de vivienda, educación y recreación. Revitalizado por un controvertido presidente (Reid Robinson) y por radicales procedentes de la extrema izquierda del espectro político (incluido el Partido Comunista), el IUMMSW actuó como el principal vínculo entre la gestión y el trabajo de la mina. Mayores progresos se hicieron en relación con la "Escalada Mexicana" a partir de 1937 cuando el National Labor Relations Board (NLRB) comenzó a apoyar
activamente las relaciones de igualdad entre los propietarios de minas y los mineros en el suroeste.
El IUMMSW se convirtió en uno de los fundadores del Committee on Industrial Organizations (CIO) cuando este fue organizado como parte de la AFL en 1935. La formación del CIO pondría de manifiesto una diferencia de opinión fundamental entre los sindicalistas de oficios o gremios (craft unionists) y los sindicalistas industriales (industrial unionists): los sindicalistas de oficios creían que era más efectivo organizar a los trabajadores usando categorías profesionales (i.e. formando
un sindicato para mineros, uno para profesores, uno para barberos, etc.) mientras que los sindicalistas industriales optaban por organizar a todas las personas que trabajaban para un empleador determinado (i.e. todos los empleados que trabajan para Magma Copper Company). La AFL suspendió los sindicatos del CIO en 1936 y los expulsó formalmente en 1937. En 1938, estos sindicatos formaron como oponente el Congress of Industrial Organizations bajo el liderazgo de John L. Lewis, del
sindicato de mineros del carbón. El IUMMSW y otros diez sindicatos fueron expulsadas del CIO entre finales de 1940 y principios de 1950 como parte de un intento de eliminar los elementos "comunistas". El IUMMSW también se vio envuelto en un conflicto con el United Steel Workers of America (USWA), el cual empleó la retórica racista y anti comunista para convencer a los sindicatos locales asociados al IUMMSW de que transfirieran sus lealtades al USWA. El
conflicto fue parcialmente resuelto a principios de 1950 cuando una petición al NLRB dio lugar a una serie de elecciones para determinar quién representaría a los mineros y el IUMMSW derrotó al USWA. Los dos sindicatos se fusionaron formalmente el 30 de Junio de 1967; con ello el IUMMSW volvía al redil de la AFL-CIO.
En Arizona, el clima político se vuelve progresivamente más hostil al sindicato durante la década de 1940 a medida que los políticos conservadores y los líderes empresariales comenzaron a luchar para frenar el poder sindical. La amenaza más significativa al sindicato organizado fueron las leyes "Right to Work", las cuales ilegalizaron la obligación de pertenecer a un sindicato como condición para ser empleado. Los defensores de estas leyes argumentaron
que la afiliación sindical obligatoria constituía una limitación de la libertad individual y que la Ley de Wagner de 1935 promoviera la lucha de clases y diera al sindicalismo poder suficiente para llevar a la industria a un punto muerto. Los defensores empresariales sostenían que este poder permitía al sindicato interferir en las decisiones de gestión y ralentizar el crecimiento del negocio, retratando a los sindicatos como parte del crimen organizado y presentando las actividades
legales normales sindicalistas como principales ejemplos de corrupción y delincuencia organizada. El sindicalismo argumentó que los sindicatos poderosos eran un control necesario sobre los propietarios de negocios potencialmente abusivos, sosteniendo que la legislación "Right to Work" causaría un empobrecimiento de las condiciones de trabajo y salarios más bajos que los que inicialmente había estimulado la organización sindical, centrándose en explicar
la necesidad económica de sindicatos (vinculándola de hecho a la supervivencia de la clase media). El sindicalismo también colaboró con el movimiento de derechos civiles mexico-americano en su oposición a las leyes "Right to Work", haciendo que los sindicatos fuesen parte de una campaña más amplia por la justicia social, económica y política. El sindicalismo, sin embargo, estuvo menos organizado en el suroeste que en otras partes del país y el
movimiento estuvo plagado de rivalidades entre las secciones de la AFL y el CIO antes de la fusión de los dos grupos, además de los temores de infiltraciones comunistas. En consecuencia, el sindicalismo fue incapaz de organizar un contraataque exitoso y la legislación "Right to Work" fue aprobada en Arizona en 1946. La Ley Taft-Hartley, que limitó severamente el poder de los sindicatos al restaurar los mandamientos anti huelga, limitando los piquetes,
prohibiendo los boicots secundarios y permitiendo a los estados prohibir las union shops (empresas o negocios cuyos empleados están obligados a ser miembros del sindicato o a llegar a un acuerdo para unirse al mismo dentro de un tiempo especificado después de ser contratado), se convertiría en ley nacional al año siguiente.
En 1955, tanto la AFL como el CIO se habían hecho más fuertes como entidades separadas. El CIO había inscrito alrededor de 5 millones de miembros y había demostrado que el sindicalismo industrial era una estrategia efectiva. Ambos grupos habían adoptado estructuras sindicales similares, con la AFL alejándose del sindicalismo gremial y el CIO desplazándose del sindicalismo estrictamente industrial en favor de estrategias más amplias tales como sindicatos mixtos industriales y
artesanales y sindicatos de diferentes gremios y/u oficios. Los dos grupos también compartieron preocupaciones en relación con asuntos tales como la legislación "Right to Work" y las nuevas restricciones que estaban siendo impuestas sobre la actividad política sindical. La AFL y el CIO se fusionaron en febrero de 1955, formando en consecuencia el AFL-CIO y uniendo con dicha fusión a aproximadamente unos 15 millones de trabajadores sindicalizados en 140
sindicatos de oficios, industriales, mixtos, y sindicatos de jurisdicción ilimitada. La AFL-CIO convirtió la lucha contra la legislación "Right to Work" en una prioridad, incorporando a las principales iglesias americanas, políticos (incluida Eleanor Roosevelt) y gigantes empresariales liberales. En 1958, año no electoral, proporcionó una oportunidad para realizar un referéndum nacional en relación a la legislación "Right to
Work". Las leyes "Right to Work" fueron derrotadas en diversos estados, pero los defensores de las open-shop (que no obligan a afiliarse a un sindicato o a apoyarlo económicamente) continuaron luchando para limitar el poder de los sindicatos. Entre los partidarios más relevantes estaba el Senador por Arizona Barry Goldwater, quien se presentó para Presidente en 1964 y ejerció una fuerte oposición frente a los sindicatos en su plataforma. En
1970 el anti sindicalismo fue la ideología dominante en el sureste.
Los sindicatos siguieron debilitándose a lo largo de la década de 1980 después de que la United Auto Workers acordara una congelación salarial durante seis meses, un aplazamiento en el incremento de pensiones, y la cesión de seis días de vacaciones remuneradas en octubre de 1979 como parte del rescate financiero de la Chrysler Corporation. A posteriori, el Congreso incrementó sus demandas, solicitando la cesión de diecisiete días de vacaciones remuneradas y una congelación continuada
de los incrementos salariales. Una vez que se eliminó la práctica de negociación colectiva (destinada a estandarizar los salarios en la industria), se produjeron demandas de concesiones en otros sectores industriales, incluidas las acerías, transporte por carretera, aerolíneas, empacadoras de productos cárnicos y caucho. En febrero de 1983 se realizaron concesiones al Basic Steel Agreement, incluyendo un recorte salarial de 1.25$ a la hora, la pérdida de seis pagas de ajuste en
relación al coste de vida, el recorte de vacaciones, y la reducción de la paga dominical a un cuarto de jornada. El coste estimado de dichas concesiones fue aproximadamente de 3 billones de dólares para las siderúrgicas. La indignación por estas concesiones llevó a una larga, amarga y –en último término– infructuosa huelga en contra de Phelps Dodge en Clifton-Morenci, Arizona. Cuando esta huelga finalmente llegó a su fin, Phelps-Dodge impuso profundos recortes a los trabajadores no
sindicalizados.
Con el fin de hacer las concesiones más aceptables, los patronos comenzaron a ofrecer incentivos a los trabajadores, incluidas bonificaciones salariales. En realidad, estas bonificaciones o primas a tanto alzado disminuyeron los ingresos de los trabajadores, ya que no suponían el incremento del salario base. Así, a un empleado percibiendo 8$ a la hora le corresponderían aproximadamente 2.000$ en tres años si su salario se hubiese visto incrementado un 2% anual, pero tan sólo acabó
recibiendo 1.000$ por medio de las primas al 2% por tres años. Los patronos también introdujeron "sueldos o tarifas iniciales", las cuales les permitieron contratar a nuevos trabajadores por un sueldo inferior al de sus actuales empleados así como empezar a vincular el salario a los rendimientos de la empresa, con el fin de alentar a los trabajadores a que se identificasen con los objetivos de la compañía más que con los sindicatos. Hacia 1990, las
negociaciones colectivas se realizaban con frecuencia a nivel local y por parte de sindicatos individuales más que a nivel nacional a través de organizaciones como la AFL-CIO. Aunque el sindicalismo experimentó algunos progresos durante las décadas de 1990 y 2000, incluido el fracaso de la legislación que hubiese dado al Presidente la capacidad de "acelerar" la legislación comercial sin necesidad de garantizar los derechos de los trabajadores y la
protección del medio ambiente (1997), la aprobación de la Lilly Ledbetter Fair Pay Act (2009), y el nacimiento de nuevos grupos tales como American Rights at Work (2003), lo cierto es que la actividad sindical continuó siendo débil. Procedencia
El grupo original de materiales que conforman esta colección (entrada #1999-02070) fue donada a la Northern Arizona University en Junio de 1982. Charles Huggins, miembro de la AFL-CIO y posterior Secretario-Tesorero, junto con el historiador del trabajo James McBride, negociaron la transferencia de estos documentos de la oficina de la AFL-CIO de Phoenix a la Universidad de Flagstaff con el permiso y supervisión del entonces Secretario-Tesorero Darwin Aycock.
