Garfias was an engineer.


Scope and Content Note

Single signed, 22-page holographic manuscript contains a detailed description of the southern coastal region of Veracruz, with a view to the full utilization and development of its natural resources; probably commissioned by a government agency. Garfias stresses the potential use of the region's various waterways to transport merchandise to the ports, especially Alvarado. Until now, commerce had been carried out by Cuban and American ships on the San Juan River. He states that improved waterways would make available high-quality fish and agricultural crops: such as cotton, tobacco, coffee, cocoa, sugar cane, rice, and beans. These crops, which until now were barely cultivated, could be greatly increased if the government provided for immigrant agricultural labor. In Spanish.
